Is it idling too low or too high?
The diaphragm probably isn't needed if the car has no vacuum but the idle screw should still be there.
The idle screw at the back was used on some early models (mine has it) but blocked up later models. That is a cold idle valve at the back there.
If idling too low adjusting with that screw at the front (missing) would allow you to adjust it.
