Not just hard to tune but the inherent design of CVCC makes for a very strange situation inside the combustion chamber. The old EW5 kits used a piggy back (from what I've read, they weren't very good) and a bit more fuel pressure. The problem isn't that there wasn't enough fuel, the CVCC head design does strange things with positive displacement.
