ok, it's getting fuel, even starting fluid has been tried. it's getting spark. could the timing belt be off? it cranks, but won't turn over. it doesn't even sound like it's trying.

Fuel, Compression, and Spark. If you're sure you've got 1 and 3, then it's door number 2. Run a compression check on each cylinder after checking that everything's buttoned up. From the description it sounds more like you're not getting fuel or spark, though. I doubt it's fuel if you've dropped some starting fluid into the carb. You pull a plug wire at the spark plug to make sure that spark is getting to the cylinders or did you check at the coil for spark? It also may be that the plug order is out. Double-check the distributor.
