try adding washers on the shaft under the actuator can. The shaft should be notched at the top under the can. Wedge the washers inbetween there. It will raise boost with no spikes, or as least it did on my mkiii supra turbo.

WHOOPS! Forget the non edited post...yeah your right the five bolts you can rotate it, they probally will break off.

Ever thought that maybe the oil wasn't draining fast enough cause the pressure in the crankcase was high? Might not be the case but it was with my PTE 60-1 turbo on my DSM.
