Replacing Float Pin And O-Ring?

Hello all, after a long break from my civic, I am rebuilding my carb in an attempt to get her running and have become stuck.

I have taken it all apart and I want to replace the float pin and the o-ring under the screw, how do I get the pin out? Does that top screw come out? It doesn't seem to want to move more than a turn and I don't want to break my carb.

Also I wanted to dip it and I want to remove the float, how do you guys go about taking out that little "axle" that the float hinges on? I have tried pulling on the end that sticks out with pliers and also tapping it out. Niether worked and I don't even know if I'm hitting it on the right side.

Can you safely dip all 3 pieces of the carb?
