It could be a lot of different things. I would start by making sure that your cam and ignition timing are correct.
Side Rant- This is where I strongly suggest that you invest in a quality repair manual. There is an online version on this site, but there is a lot to be said for having the hard copy in your hand as you tweek your car.-End Side Rant
It is not uncommon for an old timing belt to slip a tooth which screws up all of your timing.
Of course you should also replace/refresh all the fluids, filters and wear parts.

thanks for the tips. ill see if my timing is off.
next question... if i am to swap a d16a into my crx, is it that much harder to put in
a 88-89 motor?
and also, has any one ran there d16a at the track before?
what times should i expect 15, 16, 17's?
i would go with a b series but my budget isn't what it used to be.
so i decided to go with this swap instead.
any help would be great

for the redline problem I bet it is a dirty fuel filter...check that out I think a new one is about 8dollars and they take about 10min to change.
and with a d16a1 if it is runing right you will be in the 15s for shure. you should be in the 16s with you si all stock right now. (revving to red line that is).
Good luck.

to add to this i had the same problem but it was limiting according to load on the engine, 1st was 5500, 2nd was 4200, 3rd was 4000 and so forth. Here is what i checked and i'll tell you what my problem was
1. Checked timing belt to see if it was off a tooth and tight.
2. fuel filters(there are two of them in carbed car
3. PCV valve
4. Air filter
5. Spark from coil
6. Changed spark plugs and wires
7. Cap and rotor(tried a few rotors OEM and aftermarket)
8. O2 sensor
9. Carb related things (float, mixture, secondaries etc)
10. Exhaust flow(i.e. Clogged muffler or Cat)
come to find out it was that my cat was plugged and wouldn't let enough exhaust out and limited the rpms good luck i'm sure there are a few more things i checked but that is what i can remember off the top of my head

well i changed my fuel filter, checked my timing, took off my cat and it still wont let me rev to red line!!!!
this is getting very annoying... any one else have an idea to what it might be?
Im wondering if it could be the thing that controls the rpm reading. what if it isnt reading right and i am hitting redline just not knowing it?
I need more help because if this has anything to do with the wiring or anything, once i swap motors i will still have the same problem
Help!!!!!

The ECU on these cars are bullet proof, so I would not suspect the ECU.
Have you checked the cam timing? I really think it is a cam timing issue.

I divorced myself from the 85-87 non-OBD ECU systems about 5 years ago.
So, my advice may not apply....
On the 88-91 Integra/Civic/CRX OBD-0 ECU systems, there is a "hot" and "cold" rev limit. The ECU monitors the coolant temperature in the head and will employ the "cold" rev limit until it sees that the motor is up to proper operating temperature. If you have a faulty or unplugged coolant temperature sensor, this may be the case. That is, if the 85-87 ECU has the same feature...
