I am assuming that you cannot get the primary hood latch to release (the one the is activated by pulling the handle in the car) and not the safety latch (the one that you reach under the edge of the hood for)?  Have you tried it with the engine hot and cold?  Sometimes the temperature can make the catch mechanism a bit clumsy.  Is the cable form the handle tight?  What happens when you pull on it?  Can you feel resistance from the latch?  Have someone lightly press down on the hood right over the catch mechanism and then pull the handle to see if it is bound up?

Once you do get it open make sure you get some WD40 (or other penetrating solvent) and get it operating freely...then get a good dry lube and make sure that you get all of those sliding surfaces lubed so they don't bind in the future.  Inspect the cable for wear and tear...these are 30 year old cars?

That same thing has happened to me before. Turned out to be the the part of the cable that attaches to the hood release was actually broken and so there was not enough tension on the cable to open the hood when pulling the handle in the car. To get my hood open I had to take it off of the hinges on the top then manually pull the cable from underneath the hood. I just got a spare cable from the salvage yard and it worked fine. I hope this helps

Same as above, part of my cable broke once. You can put it on jack stands and, with good lighting and a large screwdriver, move the latch mechanism manually to the left (driver's side) and it will pop open.

Had a cable go on me. I was able to reach up from underneath and trip the primary release. Might try that.
