So I heard stickers add HP but I never felt a difference. So I tried a cheap bolt on, a rear license plate frame, and my car feels much faster now.

az recently passed a law that restricts most license plate frames. i believe you are not aloud to have any frame that covers up the "ARIZONA" or "grand canon state" words. personally i think it is bull but i was just going to throw that out there. any cop who has a problem with something as trivial as that on a beautiful classic car like yours has issues anyway.
Oh, you don't know if it's legal?
you're in california of coarse it's ILLEGAL!!!!!

Yeah this stickers and ad on miscellaneous do add up lots of power. Just last weekend I saw this Accord with the JDM SIR (B16a1) stickers and also had some nismo GTR badges. That thing was sick and sound just like a bad ass mix bread between a RB26DET and a B16a1 more like a RB26ADET1 or some other combination I can not even describe. Me I cant afford those high power stickers for my car so I just decided to get me some decent looking rims and tires.

Ha! What a dweeb! Those wheels probably even reduced your unsprung weight a bit, huh?
