I think these testers didn't know how to drive very well. That time is more like a carbed DX model...
I think the Sis are right around 8.5 secs...

well i think the info is a bit off on those pages
for the si hatch
0-60 was 10.57
standing 1/4 mile was 17.82/78.7mph
and 13" rims
if that is true then i like it. since now i know that all my hard work an money into the dx1.5 is paying off if im pulling off 16.39 for the 1/4miles

Lots of older cars seem to have quicker times now than they did when they were new. The only theory I can come up with is that tire technology is advancing more and more every year, allowing older cars to get more power to the road now than they could back when they were originally tested.

Yeah, the other night I went out with a friend to a fairly open, flat road. Timed it with his watch, got right under 9 seconds. My friend is fairly large too, like 200ish lbs, I could tell the difference with him in the car. And this is with old dry rotted nasty tires. I think they just generalized.

the car has faster specs here in europe, maybe they didn't wanna step on anybodys toes by out-performing the "american musle" cars?

Yep, exactly. You need to look at the mentality of the american public at that time, these cars were concidered "tin cans" and with that term meant disposable.
