what sort of problems would i run into if i streeted these rims on street tires in a bone stock 85 crx si?wheels
do they even make street tires for 13 x 8 rims?

You would have some fender clearance "issues." 13x8 wheels are usually reserved for racing applications.
I have a set of 15x7 wheels for street use and they are as wide as you can go under stock fenders.
And these are racing wheels, right? Racing wheels are not strong enough for street use.

Civics/CRX's use a 4x100mm bolt pattern (4x4"), which is only shown in 13x7 on that site...

cel, 16.9lbs I guess if you really need some cheap wide rims those are the the way to roll... but, there just heavy. more then a stock CRX Si wheel, hell more then a 15x6 GSR wheel.
but that price tag is just, well, great.

Last I checked Diamonds were about the same price, lighter and available in custom configurations. I think they offer them in a street version, too. Might want to check them out.

how would it affect my ride quality if i had similar rims on my car.
and why cant race rims be streeted (nm the DOT regulation)? do they bend on bumps?
are there any street tires thatll fit a 13x8 or 13x10 wheel?

The widest 13" street tire that I am aware of is the 215/50/13. Sumitomo and BFG both make tires in that size.
8" is a bit extreme for them. I would reccomend a 7" wheel, though 6" wheels seem to work just fine with them.
8" wheels are usually reserved for R-Compound tires ... which are technically street legal. However you'll only get around 4-5K miles (at the most) before they're corded. You can find Hoosier tires in 225/50/13 and Kumho V700's in 215/50 and 235/45/13, but like I said ... they're R-Compound.
