... to have it inspected, and the inspector said I would have to get the hood to close all the way, fill in the rust holes in the body, and straighten out the header panel =) Nothing I can't fix w/out spending over $100. He said they'll ignore the CEL, since it's been on for over 5 years, 3 owners ago.
Interesting find though, the inspector told me the car was supposed to have a totalled title, and was sold for parts, and was never supposed to run again. Apparently, they never reported it as totalled. I lucked out of a LOT of paperwork

why do you have to straighten the header panel? i don't get it..

I would guess that the header panel may be bent so much that it is impossible to get the headlights aligned right, aside from that I see no reason to fail a car for the header panel.
Speaking of inspections the local shop said I'll have to have my Civic inspected as an 99 or 01 due to the engine/ECU I'm running. I don't think any shop will even notice the OBD-II data link in the 86 though. But it will pass OBD-II so no big if they find the port.

The panel is bent so that you can't adjust the headlights, I'm gonna just pick one up at a junkyard.

Well I've been busy today trying to get the hood to shut all the way, and riveting aluminum panels over the rust. Finally got the Header Panel straight enought to adjust the headlights.
And the hood now closes. A little finessing with a hammer and a prybar got it in shape
I'll get some pics up as soon as the stickers on the car

forget the alum panels over the holes...tape on some cardboard and paint! just say it was an "amature job" and thats why it looks so funny
im just so glad that MN (where my cars are registered) doesnt have any inspection...emissions or strucural! "so what if i have a hole in my quarter panel?"

Nah, it gives you peace of mind to have an official inspection place tell you your car is in good enough condition to drive on the road. If they found something that needed fixing, like a real CEL (mine seems to be a computer glitch, says they've checked it over 20 times in the past 8 years, scanner never said anything), the brakes needing attention, or an issue with rust, it forces you to take action to fix the problem or get pulled over by a cop.
Now inspections can get annoying when you have a car in excellent condition, like my X90, because you know it'll pass and spending $12 on a sticker seems pointless. But for my Civic, I'm kinda glad it has to pass one.

is there actually a place that you can fail for CEL? thats stupid..... does wv do that? im from wv but i never had my license there, or owned a car until i moved to va with the navy..... cel wont fail you here
