Now that you mention it, that dependent phrase "where I live" is kind of making the sentence top heavy. Let's move that a little to improve flow. Also, "second or first" leaves a presumed object. Oh, and those elipses are a little over-used... (irony anyone?) I think we can let the "it" preposition dangle since it's pretty clear he means caught for negligent driving rather than caught for the $500 fine.
