Civic Doesn't Run Properly

Alright, I had my head milled and replaced the head gasket. Now the engine is showing ~100PSI on cylinders 1 and 2, 65PSI on cylinder 3, and ~75PSI on cyliner 4 - should I be looking at rebuilding mid or top of the engine (re-ring or valves)? PS: I just replaced the head due to bent valves, before the previous head went on me it was showing about 120-130PSI in all cylinders.

Next, the car is an excessive smoker, and there seems to be an exhaust leak, which I believe is at the flange where the cat meets the manifold. But that's not really my problem.

My main problem aside from the horrible compression is that the throttle is mostly unresponsive. I have to the give the throttle like 10 pumps to start the car, and when running, if I want the engine to rev I have to pump the pedal again, if I just hold it it doesn't do anything. I replaced the throttle cable, and I didn't have these problems before. I'm using my old intake manifold with the "new" head.

Here's what my car sounds and does. The RPM was going up and down because I didn't have the solenoid (on the back of the carb) and the choke wired up. I now have a solid idle.

By the way, it's an 86 DX "HB" with the 1.5L 3BBL.

With this compression values, it is expected to run like a 750cc engine.... You have 2 dead cylinders.

Still doesn't explain the unresponsive throttle.

The 2 dead cylinders will make the throttle unresponsive.

Need rebuild. Lol. Either you have sticky valves, bent valves, or your rings are hooped.

And if it only runs when you pump the pedal your float could be stuck and or you have something stuck in the primary jetting. Might only run when you pump because that's when its running richest, allowing the motor to actually create compression due to so much fuel. In this case your oil will stink of fuel.
