I'd try to work him down a little. The car has been sitting for a long while, which means that the guy just kinda forgot about it. Now... he has a reason to get rid of it (wife nagging FTW) and probably just picked the nice round number of 500 for the initial asking price.

You should probably be able to talk him down to half that. Just make sure you keep bringing up the non-running, sitting for a while, old car

etc...
