in the service manual for the 89 integra it says fuel pressure should be 35-37psi, is that with the fpr vacuum line on or off?

my racecar will not rev past 6400 while running in third gear on track, as rpms climb it leans out and rpms stop rising. will rev up fine in neutral and up to 7 in 2nd gear

 

its a first gen integra running a blacktop zc converted to obd1

 

things checked:

timing

ecu

fuel pump

fuel injectors

fpr

blew air through fuel lines

fuel filter

map sensor

compression

getting no CELs

2 different fuel pressure gauges constantly read 65-75psi fuel pressure depending which pump is on the car, 2 different brand stock pumps. dont believe the rail is getting that pressure, i can turn the fpr pressure down and car will barely run, turn up the pressure and the car will idle fine, but the gauge wont change.

just want something thats quieter then a glasspack but still flows well

I am looking for a muffler that will quiet down my zc oval car a bit, but wont sacrifice flow, and be relatively cheap(around 100 bucks),

 

Im not too concerned about weight, so it doesn't have to be a "race" muffler 

was looking for the wiki page but it isnt up anymore, does anyone know the rates for stock teg 22mm bars and for the 24mm bars ive seen 204lbs/in and 280lbs/in which is right?
