The emmisions boxes are basically vacuum-based logic gates. They're Honda's way of adding an emmisions computer without the expense (in 1986) of adding in a computer to their lower-line DX and HF models. The boxes control all the various aspects of the emmisions systems that are built into the car.

Just an example: 'If such and such a sensor is on, and RPM is > 1500, and thermovalve B is open, then provide vacuum to hose A which disables the power valve in the carb'

Pretty much what a computer would do to manage emmisions, but without the expense and complexity (relative to the electronic equivalent in 1986) of a computer controlled system.
