Is the starter still available?  If so, how much? Would you know if the SI starter is the same as the one in a regular Carbed 1.5L (Manual '87 Wagovan).  I checked some parts sites and it looks like it should be the same.

yes it is the same. The HF one is different. Thats why i was able to swap in the SI transmission without dispair.

Subtotal = $23.60
GST Tax = $1.65
Total = $25.25

so 35 bucks i would do it.
