I was told that here in Illinois, our cars are exempt for emissions test. (???)
Reason being, the test facilities are no longer equipped to test cars with obd0. This is what I heard didn't officially verify it myself.

So, are there any other states where this is the case?
Am I really free from emissions tests?

ya, Florida has non, i love this state haha. cops can be real dicks though. but its all good.

the last 2 times i have gotten my crx emissions as exempt by not letting the odometer roll over more than 5,000 miles each year. they dont even look to see if there is a cat, open the hood or sodomize the tailpipe.

If they don't have the OBD0 test equipment (or the car doesn't have any electronics), we still get the sniffer test I'm pretty sure we still need it for a few more years here in Illinois. I think 25 years might be the cutoff, but I've never been 100% sure. If so, the 84's are one year away from exemption.

I think it depends on the state.

In NC it was 20 years until last year.
Now, only on 96 or newer cars, which is
20 years lol, but its been that way for a
couple of years.

Also, before with less than 20 years you
could get a waiver, BUT YOU HAD TO TRACK
DOWN THE DMW GUY THAT WAS NEVER THERE.
I think he was out running a real estate business.

My guess is everybody is going to the OBD style
except maybe CA.

We don't do emissions testing here. The state passed a law stating that it had to be done. All the facilities were built. Then they never funded the law so all the facilities got sold for other businesses.

In Northern Virginia, all cars 25 years or younger have to get at least the sniffer test (I think there's additional OBDII computer stuff for newer cars). There's no low-mileage waiver available as far as I know, but if you shell out a large amount of $$$ on attempted repairs you can get an economic waiver. A college bud of mine had real trouble getting his older Teg to pass.

In Wisconsin, once a car is 20 years old, you can apply for "Collector" license plates. The car has to pass the emissions test to get the collector plates, but once the car passes emissions and you've got the plates, there are no more emission tests EVER!

There are two restrictions:
1. You must have another licensed vehicle besides the "colector car".
2. You can't drive the "Collector car" during the month of January.

It cost me 160 bucks for the collector plates, but I consider it good deal. No more emissions tests!

There may be a similar deal in IL. Check into it.

When I was reading the NC inspection changes when they were phasing in the OBD-2 test, I thought it read that the visual inspection will remain for all non-exempt cars and those in metro areas still had to get the sniff test up to 25 years. Was several years ago that I read this and I have a bad memory. They still do the full visual on my car every year, but here we never had an emissions test, but got the OBD-2 scan a few years ago. Every year I will try, only been inspected once since the swap, to get the inspector to connect the 86 hatch to the OBD-2 tester so that I'll have a legal document that states the car is OBD-2 legal.

Your math was wrong. 1988 is 20 years ago, not 1996.

Here it's still 25 years, but only in this county, and some around Seattle I'm sure.
