That same thing has happened to me before. Turned out to be the the part of the cable that attaches to the hood release was actually broken and so there was not enough tension on the cable to open the hood when pulling the handle in the car. To get my hood open I had to take it off of the hinges on the top then manually pull the cable from underneath the hood. I just got a spare cable from the salvage yard and it worked fine.
