You should not just change the head, change the whole motor. YOu can carb either an Si motor or DX motor. Check the emissions laws in your state. A Weber is better than an stock carb because the stock carb is difficult to tune. You have to remove the carb cover and chances are good that you will ruin the gasket when you do that a few times. The stock carb runs too rich when it is devac'ed. The air corrector jets should be bigger. You have to drill the stock ones or collect some from a bunch of other Hondas. It's too much trouble, IMO. And you may as well wire for fuel injection and not have to deal with this stuff in the long run.

Going to Hawaii? You need a Dune Buggy.

WTB: 14x8 or 9" Panasports or Watanabe RS.

WTB: 3g Civic hatch gauge cowl, brown.

Well, I don't really think you should go FI, necessarily. The easiest way would be to swap a DX motor if your car is a DX. All other combinations have their problems, and it's up to you to overcome those problems.

What exactly is the problem with the motor. Sometimes big problems turn out to be easy fixes.

So are you looking for more power or just a fix for your prollem? do the d16 swap or something if you want a little more power, or you could just drop an Si motor in there and tune it a little...
