Just wondering it wheels can be switched from 1st and 2nd gen crx without any problems? IF the offset similar, cause they are both 4 bolt so was just wondering.

All Honda 4 bolts are 4x100 except for Preludes and Accords. So the 2G will fit.

Actually, there are a few exceptions to the rule. Some Accords (don't know of older models but I know for sure that 82-89 will fit) and Preludes (also don't know what years exactly, but 84-91 Ludes) actually have the same bolt pattern as the CRX. 90+ Accords and 92+ Ludes had 4x114.3 bolt patterns.
But you pretty much covered the important part. As long as its a 4x100 bolt pattern and the offset is not too wacky, ie +20 or +11 or something like that, you should be fine.

In a sense yes. But that 0 offsetup would have to have a hell of a small width, something like 5" wide. Then a 0 offset would put it right into the middle of the wheel making 2.5" stiking out on both ends, which shouldn't be too bad really.
But when you start getting into wider wheels, ie 6.5" to 7" wide, offset starts to play a factor. You don't want the wheels to be stiking out of the fenders. You want the wheel to tuck into the fenders for excessive suspension travel and not hit the fenders.
